The Development Services Departments of Planning, Zoning, Building, Code Compliance and Business Licensing guide the growth and development of the City of Doral by ensuring all uses, building construction and development projects meet city, state and federal codes and regulations. From applying for initial site plan to building permits to licensing requirements, our departments work closely with ALL stakeholders to ensure that responsible development enhances the quality of life in our community. What We Do

Development Services oversees the review, approval, and inspection of development-related activities throughout the City. Our goal is to provide efficient, transparent service while maintaining Doral’s high standards for safety, sustainability, and design.

Departments

Development Services is comprised of the following departments, each with dedicated staff and specialized services:

Building Department

The Building Department ensures safe and compliant construction in Doral. We manage permitting, inspections, and code compliance to protect residents, businesses, and visitors while supporting responsible development.

Code Compliance Department

The Code Compliance Department ensures that residential and commercial properties follow City Codes, Miami-Dade County Code, and parts of the Florida Building Code. We proactively patrol the City and respond to resident complaints. For after-hours concerns, residents can submit requests via Doral311.

Planning and Zoning Department

The Planning & Zoning Department guides the responsible growth and development of the City of Doral. We work to ensure that residential and commercial projects are thoughtfully planned, safe, and aligned with the City’s long-term vision.
