The City of Doral is the only city among the winners and the award is based on the Real Time Operations Center Innovative Technology. This is a tremendous honor. The judges evaluated a arge and highly competitive field of nominations, and they recognized our city’s innovation and business acumen with digital.
Innovations in this year’s class include a wide variety of technologies advancing organizations across many industries. City of Doral ranks among top industry leaders such as IBM, Zoom, Intel for the use of complex data aggregation initiatives with artificial intelligence and machine learning with our Real Time Operations Center diverse technologies which support diverse outcomes for public safety. Winners improved products and services through the adoption of edge computing and supply chain efforts with IoT.
The award winners will join the discussion and be celebrated at CIO’s Future of Work Summit taking place online September 21-23, 2021. This highly successful semiannual event focuses on how organizations are adapting to the evolving business landscape with advances in automation, cloud native applications and many other digital innovations – aligning with the types of projects honored by the award. 2020 Local Smart Award, Smart City Foundation
Dell Technologies nominated the City of Doral for a GCN Government Innovation award, along with the Information Technology Department as a co-nominator. The awards recognize transformative technology that is reinventing the government mission.
The LocalSmart Awards, launched in 2019, honor the individuals and projects that transform local government and make a difference in residents’ lives. These awards celebrate the achievements of those who work to make a lasting impact in the government IT community.
Selection Process
The following process highlights how award winners are selected:
- September 2020, nominations for the 2020 cohort of LocalSmart Award winners were sourced by StateScoop readers.
- The government IT community submitted more than 200 nominations across five categories:
- City Executive of the Year, County Executive of the Year, Cybersecurity Leader of the Year, Local IT Leader of the Year and IT Innovation of the Year. Nominees were required to be current employees and recent projects in city, county or municipal governments.
- The StateScoop team culled the nominations to about 100 of people and projects across the local government community.
- Between Oct. 13 and Nov. 16, readers cast more than 350,000 votes, more than three times as many in 2019.
- The winners received the most community votes in their categories. Voters chose 40 winners across the four categories and three cities selected for the IT Innovation of the Year.
All award winners focus on working every day to make the citizen experience better as this award augments our Smart City Strategy- Elevating Customer Service initiative as our top priority.
WCCD ISO 37122 Certification
The City of Doral will be registered in the WCCD Global Cities Registry™ for ISO 37122 – Indicators for Smart Cities - for the year 2021.
The WCCD is the global leader in standardized city data that helps to create smart, sustainable, resilient and prosperous cities. On Wednesday, October 16, 2017, the World Council on City Data officially recognized the City of Doral with its first ISO 37210 Platinum certification which we have continued to expand and achieve annually. Cities are certified based on the recommendation of an independent third-party verifier who reviews the city data. The City of Doral’s membership in the WCCD gives the City the opportunity to compare best practices with other cities and actively participate in a worldwide organization that uses standardized metrics to find innovative solutions to shared challenges.
The City of Doral is one of the first cities globally and the first American City to be WCCD certified under this new ISO Standard, ISO 37122 Sustainable Cities and Communities – Indicators for Smart Cities as part of a cohort of Early Adopters. This certification positions Doral as a WCCD ISO 37122 Early Adopter City, joining an early cohort of approximately 10 cities from around the world committed to harnessing standardized city data to drive a citizen-focused approach to smart service delivery.
This certification was an undertaking by the I.T. Department, however, the support that has been provided by all City departments as well as Miami Dade County Fire, Environmental, Solid Waste, Water and Sanitation to gather the data for reporting was instrumental to the success of the certification process.
The City has made significant investments as part of its commitment to resiliency, workability and sustainable environment working on improvement of our service and the well-being of the city. With this certificate, we strengthen our digital government transformation by providing people and business first services and solutions that span city administration and citizen services, enabling increased insight, service efficiency and improved citizen outcomes.
Platinum Certification
Doral Becomes One of Only Four US Cities with Platinum Certification from the World Council on City Data (WCCD).
The World Council on City Data has recognized the City of Doral with the ISO 37210 Platinum certification. This certification is awarded to cities who reach the highest standard in collecting and sharing data, using it for effective decision-making. The City of Doral is the fourth city to receive ISO 37120 certification in the United States, joining a global network of over 50 cities worldwide, including Dubai, Barcelona and Boston.

It hosts a network of innovative cities committed to improving services and quality of life with open city data and provides a consistent and comprehensive platform for standardized urban metrics. The City of Doral’s membership in the WCCD gives the City the opportunity to compare best practices with other cities and actively participate in a worldwide organization that uses standardized metrics to find innovative solutions to shared challenges.
Doral has made significant investments as part of its commitment to resiliency, workability and sustainable environment working on improvement of our service and the well-being of the city. With this certificate, we strengthen our digital government transformation by providing people and business first services and solutions that span city administration and citizen services, enabling increased insight, service efficiency and improved citizen outcomes.
The gathering of the data for reporting was instrumental to the success of the certification process, which was spearheaded by the City’s Information Technology Department in collaboration with all City departments, as well as, Miami- Dade County Fire, Environmental, Solid Waste, Water and Sanitation.

“Excellence in Technology” Award
The City’s Information Technology (IT) Department has been recognized by the Agency for State Technology with the 2017 Florida’s “Excellence in Technology” Award for the City’s License Plate Readers Smart City Technology Project. Twenty-four projects and 13 individuals were nominated.
The license plate reader system has been extremely impactful by successfully helping the City of Doral Police Department to identify criminals in the area of a crime which aided in City investigations and the apprehension of criminals. The cameras have also assisted detectives in the recovery of stolen vehicles. The system further provides analytical data in categories such as: Missing Person, Amber Alert, Child Abductor, Homicide, Sex Offender, Terrorist and Wanted Vehicles to name a few.
This winning project began during fiscal year 2015, when the IT and Police departments worked together with the license plate reader integrator to develop a well-planned project and within a month, 16 intersections were operational with 96 license plate reader cameras and 38 video monitoring cameras were in place. The work was done effortlessly to ensure all intersections successfully demonstrated the functionality of the design.
The Florida’s “Excellence in Technology” Awards was established to recognize state and local government information technology (IT) projects and professionals demonstrating excellence and providing value to the State of Florida and its citizens. The recognition process is a collaboration between the Florida Agency for State Technology (AST) and e.Republic/Government Technology (GovTech), who hosts the annual Florida Digital Government Summit each May, where the winners were announced.
SFDA Digital Advancement Award
The SFDA’s Digital Advancement & Excellence Awards event is designed to recognize those individuals, entities and institutions in South Florida who have made a positive impact on our community by using technology that increases access to information, reduces of the cost technology or increases connectivity among members of our community. The South Florida Digital Alliance’s annual DAE banquet is South Florida’s premier technology event. The Digital Advancement & Excellence Awards banquet recognizes the innovative use of broadband and computing technologies to increase the community’s access to computing, the Internet, as well as the online tools and resources of the digital economy.
