The City of Doral operates a managed parking program within designated areas to balance the needs of residents, businesses, employees, and visitors. The program is designed to ensure that parking spaces are used efficiently and fairly, while supporting the City’s economic vitality and quality of life.
Through time limits, paid parking and enforcement, the program promotes regular turnover of parking spaces so customers can more easily access businesses and services. These measures help reduce congestion, improve traffic circulation, and enhance overall safety for pedestrians, cyclists, and motorists.
The parking program also plays an important role in protecting residential neighborhoods by discouraging long-term, commuter, and unauthorized commercial vehicle parking in areas not intended for that use. By managing demand and encouraging compliance with posted regulations, the City helps maintain orderly streets and preserves neighborhood character.
Parking policies and locations are regularly evaluated to respond to changing conditions, special events, and community needs. Enforcement & Citations
Parking enforcement is operated in partnership with the Miami Parking Authority (MPA).
Citation payments and disputes are handled by the Miami-Dade County Parking Violations Bureau.

How can I register for PayByPhone / ParkMobile?
It’s easy. To register, download the PayByPhone / ParkMobile app from the App Store or Google Play or visit their respective website at paybyphone.com / Parkmobile.com. Make sure you have your mobile phone number, email address, and credit card that will be used to pay for parking ready to complete your registration.
Once I find a parking space, how do I start my parking session?
Once registered, you only need to park, click on the PayByPhone / Parkmobile app on your mobile device, as your account information is already stored, enter the location number, select how long you wish to park for, confirm and you will be done! PayByPhone / Parkmobile is easy, convenient and will relieve you of the stress of having to account for the parking time to avoid a ticket.
What kind of mobile phone can I to pay?
Any phone. On smart phones, by going to the PayByPhone / Parkmobile website or downloading the mobile app. Regular phones can call PayByPhone at 888-680-7275 or ParkMobile 877-727-9978 to activate their session.
How can I avoid getting a parking ticket?
Both apps have a feature that will alert you via text message when your parking session is about to expire (check account setting to ensure this feature is activated), thus allowing you to extend the time without having to walk to the vehicle and avoid getting a citation.
How much does it cost to register or create an account?
Do parking sessions require a minimum of minutes or hours?
Customers have the ability to add the number of minutes or hours up to a maximum of three hours consecutively in a particular location. Additional information will be displayed on the app before you complete the payment!
Are the PayByPhone rates the same throughout the city of Doral?
No, rates may vary by location number.
Can I use my PayByPhone / ParkMobile account outside of the limits of the City of Doral?
Yes, you can use your account at any city or location that offers the service. Simply look for the PayByPhone or ParkMobile logos and use that location/zone number. Within the South Florida region PayByPhone and ParkMobile are available in a variety of locations including Doral, Miami, Coral Gables, Miami-Dade County Parks and South Miami. This makes it easy for customers in these four municipalities to use the same system to pay for parking.
How do I extend the parking session using my Smartphone?
You can simply extend the time by clicking on the “extend” feature on the PayByPhone mobile app or by calling 1-866-234-7275 (PARK) before the parking session has expired. For ParkMobile, text ‘Park’ to 772233.
How do the parking enforcement officers know that I have paid for parking?
When you pay for parking, your parking status will be displayed on the handheld device used by the enforcement officers. Your payment will be verified through your license plate, please ensure it is correctly typed.
Can we add other vehicles to the same account?
Yes, for more details, click on “my account” in order to add more vehicles to your account.
How can we know that the credit card transaction is secured?
It is secured because the credit card number is encrypted when you sign up and it is never entered, displayed or spoken during a telephone transaction.
How do I know if PayByPhone/ParkMobile is available where I parked?
Parking signage will be well displayed in all of the locations where City of Doral parking is available. The signs will feature the City of Doral name, location number and steps to follow.
Can I use my PaybyPhone / ParkMobile account in the parking lots?
Currently, PaybyPhone / ParkMobile is only used for on-street parking in the city for Doral. If a parking lot offers the service with these vendors, they are privately owned and NOT City of Doral spaces. For other payment options in off-street parking lots and garages, we recommend you visit www.downtowndoral.com/parking/ or call 305-592-0681 for more information.
Can I obtain a payment receipt?
Yes, to print a receipt, please go to the open your parking application. Once you have logged in, the system will show you the account history where all of your transactions are saved. You will need to select the date and print the receipt.
Can I know in advance how much money will the parking session cost?
The app provides a quote of the total cost based on what location number you’ve entered and the duration you wish to park for.
If I decide to move my vehicle to another space within the same general area during my parking session, do I need to pay again, or can I finish the parking session I had already paid for?
Yes, you can move your vehicle to another parking space as long as the location/zone number you used to pay for parking is the same.
Is it possible to receive a parking citation/ticket even though I paid?
Although unlikely, the MPA recommends you review the copy of your receipt to ensure the location number, license plate number, and time for which you paid matches the space where your vehicle was parked, license plate of your vehicle, and is within the time indicated on your citation. If you entered the right location and license plate number and your time had not expired, email parkdoral@miamiparking.com to apply for a citation waiver.
If you believe that you were issued a citation in error, you may request that the citation be waived (cancelled).
You will be notified in via e-mail of the decision to waive (cancel) or not waive the citation.

This neighborhood-based parking system was developed in response to residents concerns about limited parking availability, long walking distances to available spaces, and insufficient guest parking options. After hosting a public workshop where residents were invited to share feedback, the City moved forward with implementing the program. In addition, the City met with the Community Development District (CDD) Board during two separate public meetings, where the program was discussed and supported as neighborhood representation.
Parking Hours
- Complimentary Parking: 6:00 AM – 6:00 PM
- Permit / Paid Parking Enforcement: 6:00 PM – 6:00 AM
During overnight hours, only permitted vehicles or paid sessions will be authorized to park within the regulated area.
Residential Permit Overview
- Cost: $40 per month
- Renewal: Auto-renewing monthly unless canceled
- Limit: One (1) permit per household (current policy)
- Availability: Parking is first-come, first-served
- Important: A parking space is not guaranteed near the residence
Each household is entitled to one permit, and exceptions based on housing type or garage size would create inequities and complicate enforcement.
Two Permit Zones Established
To better manage parking demand and ensure neighborhood access remains balanced, the Downtown Doral South area has been divided into two residential permit zones.
Permits are only valid at registered zone; signage will display as such:
- Zone 1 – North (NW 52nd Terr. – Central Park Blvd.)
- Zone 2 – South (Central Park Blvd. – NW 41st St.)
Each residence is assigned to a specific zone based on its location. Residential permits are valid only within the boundaries of the assigned zone. This structure ensures that parking availability is preserved for residents within their immediate neighborhood and prevents displacement between areas.
Dividing the community into two zones allows the City to:
- Better distribute limited parking inventory
- Reduce long walking distances from available spaces
- Prevent over-concentration of vehicles in one portion of the neighborhood
- Maintain fairness and predictability in overnight parking
This zoning approach is a standard best practice in residential parking management and helps protect access for those who live within each defined area.

Why This Program Was Implemented
This initiative directly addresses:
- Limited neighborhood parking inventory

By regulating overnight parking, the City aims to better manage parking supply, improve accessibility for residents, and create a more predictable and organized neighborhood parking system with the added benefit of offering a dedicated enforcement officer to consistently patrol the area which deters mischief, vandalism, and speeding.
