Constituent Services is the City of Doral’s direct link between residents, businesses, and local government, created under Mayor Christi Fraga’s leadership to make city services more accessible and responsive.

Since February 2025, the team has resolved hundreds of requests, helping seniors, families, and business owners with everything from city programs to permits. Whether at City Hall or out in the community, Constituent Services ensures every concern is heard, every question is answered, and every resident feels supported.

What is Doral’s 311 and how can I access it?

Doral’s 311 allows the public to make requests, offer tips, and submit complaints in a way that is easy and efficient. Doral’s 311 ensures that the entry will be properly routed and addressed. How many parks are in the City of Doral?

The Parks & Recreation Department operates and maintains eleven parks with an abundance of amenities for every age and lifestyle including a community center, lighted artificial sports fields, basketball courts, tennis courts, volleyball courts, bike-ways, jogging trails, exercise stations, batting cages, shaded playgrounds, dog friendly off leash dog areas, and covered pavilions/picnic tables available for party rentals. What is the status of the Doral Parks Bond?

In November 2018, Doral voters approved a $150 million General Obligations Bond to develop new parks and enhance existing ones. Since then, multiple projects have been completed with great progress being made in the pending bond projects. What is the status of my building permit?

The Building Department is located on the 2nd floor of the Government Center and can be reached at 305-593-6700. Visit in person or contact them to speak to a Permit Clerk and they will be able to provide an update. They are available Monday-Friday from 8:00am-5:00pm.

I would like to report an issue with an HOA or condominium. Who can I speak to?

The City of Doral does not have any jurisdiction over the rules and regulations that are established by an HOA. You can contact the Business Regulation Department to report an issue and they have an office in Downtown Doral, located at 8240 NW 52 Terrace (Suite 303). You can also contact them at 305-470-5044.

Can you provide an update on the fire at the Covanta Waste-to-Energy plant?

Visit the City of Doral website at Fire - County Covanta Facility for all information regarding Covanta and to sign the petition for it to be moved by Miami-Dade County, which agency whose jurisdiction the facility falls under.

I am having an issue with my trash pickup or need an additional trash bin. Who can I contact for that?

Where is the nearest Trash and Recycling Center for Doral residents?

How do I schedule a bulky waste pickup to be completed at my house?

This is a service provided by Miami-Dade County and can be requested online Miami-Dade County Bulky Waste Pickup or by calling 311.

How do I start a business in Doral?

I would like to open a business in Doral. How can I get more information on the City’s Zoning policies, so I know where my business can be located?

This request would have to go through the City’s Planning & Zoning Department. You can speak to them in the Solution Center, located on the 2nd floor of the Government Center. How do I renew or obtain a Business Tax License with the City of Doral?

Downtown Doral is a separate entity from the City of Doral and they hired a private company to oversee the retail parking in the parking garages. They can be contacted at 844-999-7275 or parking@downtowndoral.com.

I would like more information on the new PayByPhone parking program that has been implemented by the City of Doral. How do I register my vehicle for the resident discount?

This initiative creates a coordinated parking management program with benefits that include limiting unauthorized commercial vehicles from parking in residential areas, creating vehicle turnover to allow business patrons to find parking easier, increased safety, and decreased fuel waste by reducing time spent of vehicles circling to find parking. These requests are processed through the Planning & Zoning Department and they can be reached at 305-593-6630. Events that expect 400 or more attendees and/or last longer than three consecutive days will require approval from the City Council. Who do I contact to safely, and properly, remove a wild animal?

Contact Florida Fish and Wildlife Conservation Commission’s South Region office at 561-625-5122. For more information visit Removing Nuisance Wildlife. You can also access the Wildlife Trapper List at Nuisance Wildlife Control Operator Search. The Nuisance Wildlife Control Operators on this registry are not regulated by the FWC but must follow all applicable rules and regulations concerning nuisance wildlife removal.
