Mayor Christi Fraga Biography

The City of Doral has been home to Christi Fraga and her Cuban-American family for over twenty years. When the time came for Christi and her husband, Gabriel Fraga, to decide where to raise their son Gabriel Alexander, Doral was the only choice. Her deep roots in this community have shaped her vision and commitment to creating a city where families can thrive.

Christi earned an associate degree in business administration from Miami-Dade Community College (MDCC) and a bachelor’s degree in financial management and accounting from Florida International University (FIU). In 2014, she also completed the Good Government Initiative’s Leaders in Excellence Program at the University of Miami, cultivating her ethical leadership skills.

Christi’s journey in public service began in 2012 when she became the youngest person in Doral's history to be elected to the City Council. She was later appointed Vice Mayor for three of the eight years she served. Her passion for empowering youth inspired her to establish the Youth Advisory Board, promoting civic leadership and engagement. Additionally, Christi championed the needs of women and senior citizens by leading initiatives such as the Women’s Alliance Group and advocating for resources that enhance quality of life.

Her leadership and dedication to education led her to serve on the Miami-Dade School Board, where she recommended improvements and voted on overseeing a $7 billion budget. She served on the Miami-Dade Value Adjustment Board, the School Board’s Facilities Committee, and the Audit and Budget Committee. During her tenure, she advocated for increased resources for special needs students, emphasized in importance of financial literacy, and promoted mental health initiatives.

In 2022, Christi was elected as Mayor of Doral, becoming the first woman to hold the position. In November 2024, she made history by being re-elected with 80% of the vote—the highest percentage in Doral’s history. Under her leadership, Doral has experienced transformative progress while maintaining fiscal responsibility and renewed trust in government.

Public safety has been a cornerstone of Christi’s results driven approach. Under her leadership and with the support and partnership of the City’s Chief of Police, crime in Doral has decreased by 30%. Key initiatives have included improvements to the Doral Connect program and the Doral license plate readers (LPR Program), enhancing public safety through innovative technology. She championed the launch of new specialized units like the HOA Fraud Unit and the Aggressive Driving Unit, addressing community-specific safety concerns. Her strong focus on community policing has fostered trust, transparency, and collaboration between residents and law enforcement, making Doral an even safer and more attractive place to live and open a business.

A visionary for smart, responsible, and sustainable growth, Christi has prioritized infrastructure and traffic solutions. Focused on redesigning the City’s trolley routes, making them more direct and efficient, reducing commute times, and increasing accessibility. Notably, she launched the Doral-FIU trolley route during her tenure as a councilmember, a direct and highly-utilized route recognized for its role in completing the “final mile” initiative, bridging Doral and FIU students and families.

Christi’s leadership has been defined by her relentless pursuit of transparency, government efficiency, and constituent engagement. She reestablished the Office of Constituent Services, ensuring residents have direct access to solutions and assistance. She also created InfoDoral, a one-stop resource center at City Hall for residents and business owners, cutting through bureaucracy and streamlining government processes. These initiatives have built new trust in government, fostering a culture of accessibility and innovation.

One of Christi’s most impactful accomplishments has been the completion of Doral Central Park. When she took office, the park had been closed for nearly three years. As promised, in less than 18 months, she delivered the first phases, and within three years, opened the entire 82 acer park featuring world class facility’s, an amphitheater, skate park, children’s playgrounds, an active lake, an aquatic facility, Olympic swimming pool and more—fulfilling the City’s $150 million bond commitment to residents. This achievement symbolizes her dedication to bringing real results to the community, enhancing the quality of life for all who live, work, learn, and play in Doral.

During her term Doral has achieved a historic Triple AAA bond rating, reflecting the City’s exceptional creditworthiness. This achievement translates to lower borrowing costs and greater financial flexibility, ensuring that taxpayer dollars are spent efficiently and responsibly. Christi also established Doral’s Repairs and Replacement Fund, strategically saving for the upkeep of City assets and proactively planning for fiscal impacts years in advance. Her administration has maintained the lowest millage rate in the county while preserving a healthy reserve at four times the required amount, ensuring the City’s long-term financial health.

Christi has also been a fierce advocate for relocating the Miami-Dade Incinerator out of Doral, championing environmental health and community well-being. Her focus on sustainability is matched by her commitment to responsible growth and smart development, ensuring that Doral continues to thrive while preserving its unique character.

As a visionary leader, Christi’s forward-thinking agenda includes leaving new revenue-generating assets for the City’s future, enhancing turn around times within the Building Department, and ensuring that businesses continue to thrive in Doral. She is also committed to enhancing Economic Development, introducing new business incentives, and establishing senior and special needs housing opportunities to support the community’s most vulnerable populations.

Christi Fraga’s unwavering dedication to Doral has earned her recognition from numerous organizations, including the prestigious Lifetime Achievement Award from the South Florida Hispanic Chamber of Commerce. Her leadership is defined by delivering real results, driving innovation, and building a vibrant and prosperous community for generations to come.

Celebrating Leadership • Make a Dream Come True Day • January 13

Mayor Christi Fraga invites the community to take part in the Mayor for a Day initiative—an opportunity to highlight exceptional high school students who demonstrate leadership, kindness, and a commitment to their school community.

Local high schools have nominated one standout student for this year’s recognition. Now, it’s time for our residents to help select the student who will join Mayor Fraga at City Hall on January 13 to experience a day of civic leadership firsthand.

About the Initiative

The Mayor for a Day program is designed to inspire the next generation of local leaders by offering a unique, hands-on look at public service.

The selected student will:

  • Spend the day with Mayor Fraga and City staff
  • Participate in meetings and activities
  • Learn about city operations, decision-making, and community impact

This experience aligns with Make a Dream Come True Day, celebrating opportunities that motivate and empower students to lead.

Sara I. Peaguda

Ronald W. Reagan Doral Senior High school
12th Grade

Sara Peaguda is a dedicated high school student from Doral, Florida, with a strong passion for medicine and community service. With an unweighted GPA of 3.98 and a weighted GPA of 5.43, she has excelled academically while leading numerous clubs and initiatives, including serving as President of the Pre-CURE Medical Club and the Mental Health Awareness Club. She serves as Vice-President for the Class of 2026. Sara is also the co-founder of the Joyful Jumps Foundation, which promotes physical wellness for underprivileged children, and has represented her school as a Silver Knight Nominee in Athletics. In addition, she is part of Open Arms Youth Group at her church, where she leads weekly meetings fostering teamwork, faith, and personal growth. This last summer Sara traveled to Indiana for an international leadership conference that focused on inclusion, advocacy, and community leadership for the Best Buddies school club in which she is currently the president. Also, Sara is a competitive gymnast ranked #3 in Florida and #7 nationwide, she combines discipline and perseverance with leadership and compassion. Inspired by her parents, both physicians, Sara aspires to pursue a career in medicine, driven by her commitment to healthcare, inclusion, and service to others.

Ana Sofia Oquendo

Downtown Doral Charter Upper School
12th Grade

Ana Sofia Oquendo is a passionate student leader at Downtown Doral Charter Upper School and an International Baccalaureate Diploma candidate who believes in turning ideas into action. As Class President and Vice President of the Student Government Association, she works tirelessly to strengthen school spirit, plan major events, and ensure every student feels heard and included.
Beyond campus leadership, Ana Sofia founded Breathe and Believe, a student-led nonprofit that helps teens better understand and manage anxiety through workshops and outreach. She also launched her school’s first Financial Literacy Club and a Youth Leadership Program in partnership with Toastmasters International, empowering her peers to develop confidence and practical life skills. Fluent in both English and Spanish, Ana Sofia has represented her school locally and abroad — from studying in Barcelona as a Global Navigator Scholar to participating in leadership and media programs at the University of Florida. Her compassion, initiative, and commitment to service make her a shining example of the next generation of civic leaders.

Aschlee Aneli Cueto Silva

Shelton Academy
12th Grade

Aschlee joined Shelton Academy in 2019 for her Sixth Grade, and since then has been an exemplary member of our community. She has been an outstanding student, with a 4.15 weighted GPA which qualified her for membership in the National Honor Society. In 2022 she was the founder of our very successful Model UN Club, which she has presided since. In this role she organized meetings and prepared club members for conferences and has earned best Position Papers and Honorable Mention awards. She has also been involved with the Book Club and Future Lawyers of America. She has worked very hard in organizations like Heartbeat of Miami doing community service focused on promoting life. Already fluent in two languages, English and Spanish, she is currently studying French and Portuguese in her free time. Now in her Senior year, she has the top-most leadership position in the school as President of the Student Council.

Angela Rodriguez

J.C. Bermudez Doral Senior High
12th Grade

She is interested in majoring in Political Science and International Relations. She has participated heavily in school clubs and activities including honor societies and HIP (Health Information Project). She prioritizes schoolwork and other extracurricular responsibilities, while also staying flexible to maintain a healthy lifestyle. She loves to bake and watch sitcoms during her free time.

Henry Perea

Doral Academy Preparatory School
12th Grade

My name is Henry Perea, and I'm a senior at Doral Academy Prep. I have a strong passion for science and math, and I’m also a competitive swimmer who qualified for states this year in the 4×100 freestyle relay. Currently, I serve as President of both the National Junior Honor Society and the Science National Honor Society, as well as Vice President of NHS. Throughout high school, I've earned my Capstone Diploma, completed nearly 700 hours of community service, and received honors, including being a Commended National Merit Scholar and a College Board National Recognition Program honoree.
