Non-Sworn Selection Process

The City of Doral is a great place to work, and we appreciate your interest in joining our team! The following includes all steps for a non-sworn position with City of Doral. Please note that continuing with each step of the process is contingent upon successfully completing the previous step. Candidates can be dismissed at any point throughout the consideration process.

  • All current job opportunities are listed online. Click on the job title you are interested in, and then click on the “Apply” link. Some positions require a job specific supplemental questionnaire. You must submit an online application and include all necessary attachments in order to be considered for each job opening.
  • Apply via the “Job Opportunities Section”.
  • Applicants must detail any related work experience on the application or risk disqualification. It is the applicant’s responsibility to update their NEOGOV profile with work experience, education, certifications, and personal contact information when submitting each application. Failure to do so will result in ineligibility.
  • Candidates must attach an updated resume, last obtained degree, references and pre-history questionnaire.
  • Attach DD-214 and the required documents.

  • The hiring department will review the employment application and required attachments.
  • A Panel Interview will be coordinated
  • Interview Banding/ Review will be conducted by Human Resources.
  • A second Interview is scheduled with the Department Director.
  • The Hiring Department submits the Applicant Selection to Human Resources.
  • The Applicant Selection Package is reviewed by Human Resources and submitted to the City Manager for review and approval. The City Manager has the hiring authority for the City of Doral as per our Charter.
  • Once Human Resources receives approval from the City Manager, a Conditional Offer of Employment is issued to the selected candidates.
  • Once the candidate accepts the Conditional Offer of Employment, the Human Resources Department coordinates a document validation meeting.
  • Human Resources is responsible for scheduling candidates for all pre-employment testing. The City’s requirements including but not limited to:
    • Drug Test
    • Polygraph (if applicable)
    • Psychological (if applicable)
    • Physical (if applicable)
    • Credit Check
    • Driving History and Citations
    • Extensive Background Investigation
  • Once the background is completed by and reviewed by the Human Resources Director, the Human Resources Generalist assigned to the file will contact the candidate to schedule/coordinate a start date.

  • The Hiring Department submits the Applicant Selection to Human Resources.
  • The Applicant Selection Package is reviewed by Human Resources and submitted to the City Manager for review and approval. The City Manager has the hiring authority for the City of Doral as per our Charter.
  • Once Human Resources receives approval from the City Manager, a Conditional Offer of Employment is issued to the selected candidates.
  • Once the candidate accepts the Conditional Offer of Employment, the Human Resources Department notifies the Training Unit that the candidate can be scheduled for the PPA Test
  • The Training Unit will coordinate a date and time for the candidate to take the PAA Test, which consists of the following requirements:
    • A timed mile run;
    • Push-ups (1 minute time limit-reps);
    • Sit-ups (1 minute time limit-reps) and;
    • A timed 300 Meter run.
      The test is conducted in a continuous manner resulting in a total composite score. To receive a passing score, the candidate must complete the PAA in a period established based on minimum age requirements or less.
  • Passing scores are submitted to Human Resources, and a document validation meeting is coordinated.
  • Human Resources is responsible for scheduling candidates for pre-employment testing. The City’s requirements including but not limited to:
    • Drug Test
    • Polygraph
    • Psychological
    • Physical
    • Credit Check
  • The Human Resources Department works in conjunction with the Background Unit to complete an extensive background investigation, including but not limited to:
    • Personal History Questionnaire
    • Previous Employment Data
    • Credit Check
    • Education and Certifications
    • Criminal Records
    • Fingerprints
    • Driver License Check and Citations
    • Neighborhood Check
    • References
    • Military Record
  • Once the background is completed by and reviewed by the Human Resources Director, the Human Resources Generalist assigned to the file will contact the candidate to schedule/coordinate a start date.
