Dr. Joan Shen, a Professional Engineer (P.E.) and a certified Professional Traffic Operations Engineer (PTOE), will lead the City’s Public Works Department as of January 11, 2016.
Doral, FL – Dr. Joan Shen, a Professional Engineer (P.E.) and a certified Professional Traffic Operations Engineer (PTOE), will lead the City’s Public Works Department as of January 11, 2016. In addition to her professional ties in South Florida, Joan is a long time Doral resident. “My family and I have lived in Doral for 12 years,” said Joan, “I have seen the tremendous growth in our city and I feel the traffic every day. Things did not get this way overnight, and they won’t be fixed overnight. I plan to use my years of experience in the County and the State to tackle this complicated problem. Better traffic systems for Doral’s citizens and businesses, both motorists and pedestrians, create a livable community.” Dr. Shen came to Doral from the Miami-Dade Public Works and Waste Management Department, where she spent 10 years as a traffic engineer, most recently as the Chief of the Traffic Engineering Division, prior to that she also worked at the Florida Department of Transportation (FDOT) for more than three years. “Since all major transportation arteries inside of the City limits are either county or state roads, the City will benefit from my experiences and relationships with the County and the FDOT. The goal is to provide short-term solutions to alleviate the most pressing traffic concerns and establish a long-term transportation strategy to enable to the City to grow in a smart and sustainable manner.” Joan holds a Ph.D. and a Master’s degree in Civil Engineering from Florida International University. She has been the recipient of numerous honors and awards and has authored publications in the Journal of the Transportation Research Board, the ITE Journal, and the Journal of Public Transportation.
