Oversight Committee


In November, Doral voters approved the Doral Parks for Tomorrow Bond to fund the construction of high-priority future city-wide park projects. With the community’s clear message that parks are a top priority, the work has begun to ensure that these important projects are delivered in the same effective, efficient, and transparent manner our residents have come to know and expect. One of the first steps is establishing the Oversight Committee.

Pursuant to Sec. 3.14. of the City of Doral Charter, members of boards and agencies shall be appointed by the Mayor. As such, Mayor Juan Carlos “JC” Bermudez invited members of the community that are interested in being a part of this Oversight Committee. Applications were received by January 31st.

During the March 13, 2019 Council Meeting, the Mayor and City Council approved the creation of an Oversight Committee and the appointment of the Oversight Committee per Res No. 19-70.



Rafael is the Audit Partner in an accounting firm specializing in construction and real estate matters. Rafael is a Certified Public Accountant (CPA) with over 13 years of experience in public accounting. He was born in Puerto Rico where he studied accounting and human resources at the University of Puerto Rico, graduating Magna Cum Laude.

Rafael is a member of the Puerto Rico Society of Certified Public Accountants, the American Institute of Certified Public Accountants (AICPA), the Florida Institute of Certified Public Accountants (FICPA) and the Construction Financial Management Association (CFMA). He and his family moved to the City of Doral in 2014 inspired by the magnificence of the City and they have not been disappointed. Rafael, his wife and young son, fell in love with the multiple parks, bike trails, and frequent city activities. Rafael looks forward to using his knowledge, experience and love for the city to help provide citizen oversight of the Doral Parks Bond in order to ensure a successful project that we can all enjoy.



Born in Belo Horizonte, Brazil, Lorena moved to South Florida at the age of four with her three siblings and parents. She is fluent in English, Portuguese, and Spanish. As a child, Lorena developed a deep appreciation and love for the diverse cultures and communities deeply rooted in South Florida. Lorena currently resides in Doral with her husband and two daughters, Isabella & Olivia. As a local business owner and managing partner of a boutique real estate company in Doral, Lorena prides herself in being an example of the American dream.

With a passion for public service, her spare time has often been centered on making neighborhoods a better place to live. She is a member of several community-based organizations and enjoys being an active member on her homeowners association as well as the Parent Teacher Association for John I. Smith K-8 center and looks forward to once again serve her community on the parks bonds oversight committee.



Claudia works in sales and training for the last 16 years with international companies, she is currently a Director at Antilles Island at Doral, a Director at Las Brisas At Doral Community condo #6, and an active resident of Doral since 2004.

She believes in a fare system for all, and in helping those in need, she has devoted her free time and holidays to fundraising for children in needs internationally and here at Ronald McDonald house- Jackson Memorial Hospital, she has created a tradition with her friends and colleague of bringing toys for Christmas for the last 6 years.

Claudia is a wife, a mother of a 7-year-old son, and has a 21-year-old stepdaughter. She plays soccer with her Husband and son, and she believes that Doral parks should be available for all. She can’t wait to see the improvements in Doral Parks.






Santiago was born in Argentina and moved to the beautiful City of Doral in 2004. After graduating from Florida State University, he began his career at PricewaterhouseCoopers and currently leads IT Audit and Investigations at Royal Caribbean Cruises. Working in Fortune 500 companies, Santiago has been able to obtain real experience in key areas of compliance, audit, and risk management.

Outside of his professional career, Santiago enjoys the great parks of the City of Doral, having played tennis and "fútbol" at the now Morgan Levy Park since he was a teenager. During his free time, with his girlfriend Alina, Santiago also enjoys taking walks and riding bicycle around the city. Santiago looks forward to providing key citizen oversight of the Doral Parks Bond in order to ensure a successful project!
