 Mrs. Soler-McKinley received a Masters Degree in Public Administration from Florida International University and her Bachelor of Arts Degree in International Relations and Economics also from Florida International University.

Mrs. Soler-McKinley served as City Manager of the City of South Miami from 2006-2008.  She has extensive knowledge of government affairs having been a government consultant. Her experience also includes an executive director position with the Miami Bayside Foundation and with the President's Advisory Board for Office of Cuba Broadcasting under both President Clinton and President Bush.

Yvonne Soler-McKinley was hired as Doral City Manager having been formally appointed by the Doral City Council on September 17th, 2008. Mrs. Soler-Mckinley is the chief administrative officer of the City. She is responsible to the Council for the administration of all City affairs.

The role and responsibilities of Mrs. Soler-McKinley as City Manager are as follows:

  • Responsible for the hiring, supervision and removal of all City employees
  • Direct and supervise the administration of all departments
  • Attend all Council meetings and have the right to take part in discussion but not the right to vote
  • Ensure that all laws, provisions of the Charter and acts of the Council, subject to enforcement and/or administration by him/her or by officers subject to his/her direction and supervision, are faithfully executed
  • Prepare and submit to the Council a proposed annual budget and capital program
  • Submit to the Council and make available to the public an annual report on the finances and administrative activities of the City as of the end of each fiscal year
  • Prepare such other reports as the Council may require concerning the operations of City departments, offices, boards and agencies
  • Keep the Council fully advised as to the financial condition and future needs of the City and make such recommendations to the Council concerning the affairs of the City as she deems to be in the best interests of the City
  • Execute contracts, deeds and other documents on behalf of the City as authorized by the Council
  • Pursue the collection of all allowable fees and taxes and maximize financial revenues as    necessary to sustain the City and the service levels set by the Council
